Famed comedian and TV host Rosie O’Donnell is reacting to her daughter Chelsea Belle O’Donnell being twice arrested on drug charges, plus a child neglect charge after her 11-month-old son was found near a meth pipe last month. According to court documents obtained by In Touch on Friday (October 18), Rosie O’Donnell’s oldest daughter, Chelsea Belle O’Donnell, who was adopted as a baby by Rosie and her ex-wife Kelli Carpenter, was arrested on charges of child neglect after authorities claimed to have found her 11-month-old son in a home filled with meth pipes, feces, and garbage.
On September 17, Chelsea was charged with four felony counts of maintaining a drug trafficking place, child neglect, possession of methamphetamine, and possession of THC. Prosecutors also hit Chelsea with two misdemeanors of disorderly conduct/domestic abuse and possession of illegally obtained prescription drugs.
According to the police report, officials with the Marinette County Sheriff’s Office received a phone call from Chelsea on September 10. Dispatchers reported that they heard people arguing in the background and that a female told someone to “get the hell away” from her. Officials made their way to Chelsea’s home and upon arrival, they found her with “dilated” pupils.

The police report also claimed Chelsea told officials that nothing happened and that things were fine. However, the police proceeded to inquire about all of the commotion and arguing that dispatchers heard on the 911 call. She reportedly admitted to police that she got into a verbal fight with her boyfriend, Jacob Nelund, who also confirmed their verbal dispute.
Rosie O’Donnell’s daughter Chelsea told the police that her boyfriend was inside her home with her son Atlas, whom she shares with Jacob. Note: Chelsea also mothers: Skylar Rose, 5; Riley, 3; and Avery Lynn, 2. An officer reported, “I tried to ask her more questions and you could tell Chelsea was not being honest, whatsoever. This was a repeat of what happened a few weeks prior when I was at her house for a similar incident.” An officer soon found a meth pipe with meth residue in the pipe in Chelsea’s pocket and arrested her. When the police went inside her home to check on the welfare of her 11-month-old son, they reported the living conditions were horrible.
The report said, “The inside of the home was disgusting; throughout the house, I saw rotten food, dirty moldy dishes, milk that stunk so bad it almost made me puke, dirty diapers, used female hygiene products, unclean underwear with feces and blood stains and used razor blades on the floor. The living conditions in the house were horrible. I searched in the bathroom and did not find anything of interest. I then assisted with searching that downstairs bedroom that was Chelsea’s and Jacob’s.”

The report continued, “Deputy Veriha had located a used meth pipe and a gem bag with meth in it. Some of the needles were used and had dried blood in them. I know that drug users commonly use needs like this to shoot meth into their arms or ‘bang out.’ Under a baby crib, I located a black and silver digital scale, some used gem bags with white residue, and a sharps container that had more used and unused hypodermic needles. In a clothes pile, I found a straw that had been cut off and burnt.”
Once in the home, the police also made contact with Chelsea’s boyfriend Jacob Nelund and they found a marijuana pipe on him. Jacob admitted that he smoked a bowl and the police said that he too had “dilated” pupils, adding that he “did not react to any sort of light.” The officers wrote, “His facial features were sunken in and he was missing some teeth. His muscle tone was very rigid and he seemed like he was flexing even though he was not.”
The police added, “I asked him what other drugs he used today and he said that he only smokes marijuana. Based on my training and experience, I know that marijuana will not have this effect on your eyes. I have previously observed this type of impairment on someone that had smoked meth.” The police also claimed, “It appeared Jacob and Chelsea were more concerned with their drug addiction than providing [the baby] with a safe and clean environment.”

Officials reported that Jacob admitted to verbally arguing with Chelsea and that he locked himself in the bathroom as she banged on the door. Supporting his claims, he showed the police a video of the incident. The police also noted that they saw Chelsea “digging into her butt or her vaginal area” while in the back seat of the patrol car.
An officer stated, “I watched her for a little and she kept moving her hands around, and it appeared that she was either digging into her butt or her vaginal area. I opened the squad door and asked her what she had on her or in her. She denied having anything and claimed that the handcuffs were starting to hurt her, so she was moving around.”
Officials said Chelsea later admitted to having something stuffed in her bra and proceeded to pull out a black vial-like container and a clear plastic bag that had a few white pills inside, which Chelsea reportedly claimed to be Alprazolam. An officer said, “In the black vial was a white crystal-like substance that I know to be meth.” Officials said the meth weighed 18.050 grams.

After the incident, Chelsea and Jacob’s son was placed with his dad’s friends and Chelsea was released on bail shortly after her arrest. However, police said she had another run-in with the cops during a separate incident on October 10. She was pulled over and allegedly attempted to throw a meth pipe out of the window an officer found “three used needles” in her car’s console.
She was initially detained and taken to a hospital, where she was found to have oxycodone, morphine, and sulfate pills, plus a baggie of methamphetamine, which she again had hidden in her bra. Police again arrested Rosie O’Donnell’s daughter Chelsea and charged her with possession of meth, bail jumping, possession of narcotics, and other misdemeanors. Hearings for both of Chelsea’s cases are scheduled for November.

Speaking with Page Six, a rep for Rosie said, “Sadly, this is not new for our family — Chelsea has struggled with drug addiction for a decade — we are all hopeful she will find her way out of this deadly disease.”
