A new Texas homeowner says she cannot get her water turned back on unless she pays a bill she says does not belong to her.
According to WFAA, Rosylan Lyles purchased her home last month in the Forney’s Travel Ranch neighborhood. Everything appeared to be in order during her final walkthrough. However, between that walkthrough and her official move-in date, the water was shut off.
Lyles contacted Forney Lake Water Supply to restore service. She says the company told her the water would not be turned on unless she paid a months-old balance of $1,373.24 left by the previous homeowner. That bill, she says, is not hers.
“No Lien” But Still No Water
Lyles reportedly presented documentation showing there was no lien attached to the property related to the unpaid water bill.
In most real estate transactions, outstanding liens are disclosed before closing. If no lien exists, buyers generally are not responsible for a previous owner’s personal utility debt.
However, she says the water provider has maintained its position.
Her realtor also attempted to contact the previous owner but reportedly has not been able to reach them.
Meanwhile, Lyles remains stuck.
She has not fully moved into the home. She has continued paying rent at her previous residence. And she is now paying two housing-related expenses at once.
That adds up quickly.

Lyles says she has contacted multiple agencies in search of help, including:
Public Utility Commission of Texas
Kaufman County Commissioner
Texas Commission on Environmental Quality
So far, she says she has not found a resolution.
